Admiral-Level Gameplay in a Star Trek MMORPG +

What if part of Admiral-level gameplay was political? I imagine a logistical function being part of strategy -- what if ensuring the success of the fleets under your command meant getting them the ships and supplies they need? And what if you had to negotiate with the (NPC) Federation Council to get them to authorize the use of Federation replicators and labor to provide those ships and supplies?

Does anyone else think it might be interesting/fun for admirals to have to put some of their prestige on the line to get equipment for the fleets under their command? Perhaps this is the master-level diplomacy game....
